An Exarchate in Africa

Today the Synod of the Russian Orthodox Church in Moscow has established an African Exarchate with two dioceses. Having appointed only one Archbishop for the Exarchate, it is clear that Moscow will now consecrate African bishops. This is necessary as the ROC has received 102 African clergymen without letters of release. (Obviously, letters of release were not necessary, because the Alexandrian bishops are in schism. This is parallel to another situation elsewhere, where clergy left a bishop who had broken communion with a canonical Russian Orthodox Archdiocese. He refused to grant the new bishop of the clergy letters of release, in any case unnecessary, as those clergy were fleeing their former bishop’s break in communion).
